This is probably related to not having any idle thrust and the ESC has a hard time spinning up the motors. This thread talks a bit about it. If you use START_DISARMED the system.forceArm needs to be set to one to arm it, which I recommend.

We have not tried this in a long time but I know it did work at some point. Could something be running out of memory?

If the blue M3 led doesn't go on it means the STM32 doesn't start. It could be that it does not have a working FW. The quick solution is to use something to work as a button. That is something that shorts the pin closest to the chip antenna to GND. A pair of pliers or a wire should work.

You should remove JTAG. Power off then on the CF2.1 and then connect the JTAG to make sure the camera is not "phantom" powered though the JTAG.

Yes, according to the log the ESP32 was flashed successfully. I don't know if the 3.3v means anything but possibly the jlink can supply 3.3V? If you have a multimeter can you measure the GAP8 JTAG connector when the AI-deck is powered? You should measure pin 1 and 9 as per the image. If you can meas...
