The expansion board has the capability to charge the crazyflie 2.0 , hence the official qi board. Beyond supplying regulated 5v to the board, is anything else required to enable charging? I see some mentions of NRF_IO1 and it being connected to the CHRG pin on the QI board. Couldn't find anything in software beyond the one wire designation.

Nothing else than 5v is needed for the board to start charging. However the charging mode (100mA, 500mA, 1A) is set by the nRF51 firmware. Currently when the CF2 is switched off it charges at 100mA and goes to 500mA when it is turned on.
