The thrust is a 16 bit unsigned value where 65536 means 100% thrust and 0 means 0%. The relation between ratio and thrust has been tested there: https://wiki.bitcraze.io/misc:investigations:thrust

Since a little while we now have battery compensated thrust based on this investigation, now the thust is more or less independant of the battery voltage (ie. an of-the-box crazyflie will take off and hover at about 50% thrust for the entire battery life).
