Publishing Identical PWMs with Differing Performance

Hi CF World,
We have been publishing direct PWM values for our rl project here: https://sites.google.com/berkeley.edu/mbrl-quadrotor/. But, when doing open loop takeoff we find that the flight path is substantially different with the same PWM values across different runs. Anyone experience something similar? This is going from 0 motor voltage to a set value. Sometimes will go straight up and sometimes will veer to positive pitch for example.
