Yes, all of the 4 motors should spin when you power it on. Be careful when soldering so you don't short circuit the motor pads to the resistor net for the regulator. Have a look at this post. An remember to disconnect the battery when soldering.

We are lagging a bit on instructions on how to set up the debug environment.
